About This Program

Energy Savings Performance Contracting (ESPC) allows facilities to finance energy-saving improvements through guaranteed annual energy savings without up-front investment. State agencies, higher education institutions, public school districts, and local governments can use this financing method where contractors guarantee savings equal to or exceeding improvement costs.
