About This Program

Annually negotiated income tax credits for Illinois businesses creating or retaining jobs. Credit equals 100% of state income taxes paid by qualifying new employees, reducing the net cost of expanding in Illinois. Available to businesses creating 25+ jobs or retaining 90%+ of workforce.

Key Requirements & Eligibility

  • 1Minimum 25 new full-time jobs OR retention of at least 90% of existing Illinois workforce
  • 2Wages must equal or exceed the greater of $33,675 or 120% of poverty level
  • 3Capital investment commitment required for larger projects
