About This Program

Provides vouchers to replace older, high-polluting off-road equipment with newer, cleaner models. Eligible equipment includes forklifts, agricultural tractors, and construction machinery. Funding covers up to 80% of the purchase price of qualifying zero-emission or near-zero-emission replacements.

Key Requirements & Eligibility

  • 1Equipment must be registered or primarily operated in the San Joaquin Valley Air Basin
  • 2Old equipment (scrap unit) must be Tier 0, Tier 1, or Tier 2 diesel engine
  • 3Old equipment must have been owned and operated by the applicant for at least 2 years
  • 4New replacement must be zero-emission (ZE) or near-zero-emission (NZE) certified
  • 5Applicant must be a business, non-profit, or government entity — not an individual
  • 6Equipment must remain in the Valley for a minimum of 5 years post-purchase
